Creation of the Institute
State Scientific Research Institute of Armament and Military Equipment Testing and Certification was established in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated October 18, 2017 No. 786 “On the Formation of State Scientific Research Institute of Armament and Military Equipment Testing and Certification” on the basis and funds of the State Research and Testing Institute Center of the Armed Forces of Ukraine.
In accordance with the resolution of the Cabinet of Ministers of Ukraine dated October 18, 2017 No. 786, the Institute is appointed to perform the tasks of scientific and scientific and technical activities of scientific and technical support, development of normative and technical program and methodical documents and conducting tests and work on conformity assessment (certification) weapons and military equipment of the Armed Forces and other military formations of the defense forces on the territory of Ukraine and abroad.
Scientific and scientific and technical activity (hereinafter – NNTD) is the main type of activity of the Institute and, according to its purpose, is aimed at supporting the measures of state complex programs of reform and development of the Armed Forces of Ukraine, state targeted defense programs for the development of air defense systems, etc.
The main tasks of the DNDI VS OVT:
- Organization and conduct of fundamental and applied research aimed at the scientific and scientific and technical support of VTP activities in the field of testing and conformity assessment (certification) OBT, substantiation of directions for the development and improvement of the testing range and laboratory base of the Armed Forces of Ukraine, the methodology of flight test work, search and rescue support for state aviation flights, work on the continuation of the assigned indicators of OBT, organization and conducting of field experiments with OBT (component parts of OBT) on specified bases (ranges, airfields, laboratories);
- Conducting (participating in conducting) state and other types of tests with an assessment of combat, technical, operational and other characteristics, providing recommendations based on the results of the tests regarding the improvement of OVT (new, modernized, which continues to have the assigned indicators, which is purchased) and dual-use products created under the state defense order of the Ministry of Defense of Ukraine, the order of other military formations of the defense forces, at the initiative of organizations and enterprises of Ukraine or foreign developers (manufacturers), for the purpose of adoption (supply) and admission to operation;
- Performance of conformity assessment (certification) work within the scope of authority as an OBT conformity assessment body;
- Scientific and technical support of design and development work (hereinafter referred to as DKR) with the creation (modernization) of OVT and the dual-use products;
- Provision of methodical and practical assistance to troops (forces) on issues of development and operation in troops (forces) and other military formations of defense forces of OVT samples;
- Carrying out flight test work, activities in the field of search and rescue support for state aviation flights, parachute landing and airborne work;
- Creation and development of a test base (testing ground, laboratory) of the Armed Forces of Ukraine;
- Development and implementation of normative, organizational and methodological bases for the development and functioning of the system of metrological support (ensuring the unity of measurements) of tests and metrological expertise at the stages of the life cycle of OVT samples;
- Organization, conduct and scientific and methodological support of preparing, training and advanced training of test (flight, engineering) personnel, scientific personnel, personnel of test laboratories, specialists of search and rescue support, parachute and landing (airborne) service, operators (crews, attendants) unmanned, robotic complexes (systems);
- Participation in military-technical cooperation activities in the field of testing and certification of OVT;
- Implementation of international and European standards, standards of NATO and NATO member states regarding the development, testing and work on conformity assessment (certification) of OVT products (components of OVT).
History
1932
The Institute was founded on March 4, 1932 by order of the Military Air Force Department of the Workers’ and Peasants’ Red Army (Air Forces of the Red Army) No. 001 in the Scientific and Testing Institute (NVI) of the Air Force of the Red Army, a naval test station (MVS) based in Sevastopol was formed.
1992
By order of the Minister of Defense of Ukraine dated February 10, 1992 No. 4, the State Aviation Research and Testing Center of the Armed Forces of Ukraine was established on the basis of the third department of the V.P. Chkalov State Flight Test Center.
1999
Since 1999, the DANVC of the Armed Forces of Ukraine has been accredited as an expert center for the certification of aircraft and other objects of civil aviation equipment and conducts certification tests in the interests of the State Aviation Service of Ukraine for the supervision of aviation safety (aircraft An-70, An-140, An -148 and others).
2014
At the end of May 2014, in accordance with the decisions of the top leadership of Ukraine regarding the redeployment of military units (units) of institutions and organizations of the Armed Forces of Ukraine from the temporarily occupied territory of the Autonomous Republic of Crimea and the city of Sevastopol, the State Research and Testing Center of the Armed Forces of Ukraine was relocated to the city of Chernihiv.
2014-2018
After redeployment in 2014-2018, specialists of the State Scientific and Testing Center of the Armed Forces of Ukraine conducted more than 120 scientific and testing activities in the interests of ensuring the actions of the Anti-Terrorist Operation forces in the east of Ukraine. The measures were carried out using the network of training grounds and airfields of the Armed Forces of Ukraine, with the involvement of specialists from more than 40 enterprises of the defense industrial complex of Ukraine.
